Article Icon 1Court Delays Prison Health Care Takeover

A federal appeals court blocked a court-appointed receiver from taking control of health care in Arizona’s state-run prisons starting today.

The 9th U.S. Circuit Court of Appeals said the state raised “serious questions” about a federal judge’s power to take over a prison health system, even though U.S. Supreme Court Justice Elena Kagan refused to delay the takeover earlier this month.

State prisons chief Ryan Thornell will maintain control until at least a Dec. 7 hearing. The appeals court left in place the appointment of Annette Chambers-Smith as receiver to draw up operational plans.

Tyler Reddick held off Ryan Blaney by 0.801 seconds on Sunday to win the Freeway Insurance 500 at Phoenix Raceway in Avondale.

It was the first fall race at the Avondale track since 2019 without the Cup Series title at stake. This season’s championship race will take place at Homestead-Miami Speedway under a rotating schedule that includes Phoenix.

“It’s still obviously really important as it pertains to just the championship as a whole. But it definitely has a different vibe to it,” driver Chase Elliott said of the Phoenix race.

Reddick led the field for just 18 of 312 laps, yet he controlled the closing stretch. Sunday’s race capped a three-day racing weekend that featured wins by Jesse Love in the O’Reilly Auto Parts Series and Kaden Honeycutt in the Truck Series.

You Can See Everything, a documentary about Theranos founder Elizabeth Holmes, opened this weekend, renewing attention to a fraud that used Arizona as its proving ground.

In 2015, Arizona passed a Theranos-backed law letting Arizonans order any lab test without a doctor’s order, and more than 170,000 residents took Theranos blood tests, many at about 40 Walgreens stores.

After the tests proved unreliable, then-state Attorney General Mark Brnovich won a $4.65 million settlement against Theranos, with more than 76,000 refund checks sent out in December 2017.

Holmes was convicted in 2022 of defrauding investors and sentenced to more than 11 years. The film follows Holmes and her partner, Billy Evans, during the month before she reported to federal prison.
